Maryland Cannabis Administration Issues Nation's First Social Equity Business Licenses – Conduit Street


On Thursday, March 14, the Maryland Cannabis Administration conducted a lottery for 174 social equity business licenses in the small and standard grower, processor and dispensary categories. The lottery, which was broadcast live on the Maryland Cannabis Administration website, is the first round of applications in the country open exclusively to social equity applicants of all license types and categories.

“The Social Equity Licensing Lottery expands Maryland’s cannabis industry and provides new economic opportunities for social equity companies in the state,” said Will Tilburg, director of the Maryland Cannabis Administration. “I want to thank the Moore-Miller Administration, the Maryland General Assembly and the Office of Social Equity for their continued support in this process.”

“The lottery results confirm our commitment to promoting diversity and inclusion in the cannabis industry. We are proud to see a significant proportion of Black people and women among the selected applicants,” said Audrey Johnson, executive director of the Office of Social Equity. “This milestone underscores our continued commitment to providing access to Marylanders most harmed by the War on Drugs.”

Next Steps

The MCA considers the essential aspects of each application before issuing licenses. In addition, as part of the review process, the MCA will review all social participation and control information provided in the application. Applicants selected in the lottery received additional information about the verification process following the lottery drawings.

Individuals whose applications did not receive a license in the lottery received information about future rounds of licensing and other opportunities to get involved in Maryland's cannabis industry. The Maryland Cannabis Administration is allowing these applicants to participate in additional drawings without paying an additional fee.

The Data Dashboard provides website visitors with interactive maps, sales and volume figures, and graphs that allow users to explore a wide range of data formatted into aggregated sales, license and patient data.
